It set off a gold rush. The Australian company that claimed to market it raised more than 100 million dollars. The scam was exposed by the Australian investigative journalist, Gerard Ryle. During his investigation he ran into the tax haven secrecy of the British Virgin Islands. At the time, he did not realize that he would be the one to break the secrecy. Soon after the results of his work were published, in summer 2011, the journalist received a mysterious package. It contained a hard disk containing 2.5 million files going back some 30 years and tracking the histories of offshore accounts of nearly 130,000 people living in 170 countries. It was a huge quantity of data, 170 times bigger than the release by WikiLeaks of diplomatic cables, known as Cablegate, Two years later, in 2013, Offshore Leaks was finally published, sending political shockwaves around the world. The investigation was the result of a joint effort by journalists working in 46 different countries, coordinated by the International Consortium of Investigate Journalists which Lyle heads. Today he is the driving force behind a type of journalism that crosses borders and language barriers, and he embodies the future of investigative journalism worldwide. By Jay Cook |MIDDLETOWN – Citing outdated infrastructure, shoddy HVAC service and a dearth of parking, township officials took the next step earlier this week toward the development of a new town hall.After reviewing the 50-plus page report compiled by Middletown planners during their examination of the property, the Township Committee signed off on designating the greater 1 Kings Highway plot as “an area in need of redevelopment” at the June 19 committee meeting.“This goes to show that if you do the planning right, you can really take the sting out” of a big project, said Mayor Gerry Scharfenberger by phone Tuesday afternoon.Scharfenberger echoed earlier statements from township officials at a June 7 planning board meeting when the study was introduced.When presenting the report to the planning board, township administrator Anthony Mercantante said Middletown has “come to the conclusion that there’s no viable way to rehabilitate this building or the other buildings on site to be a functional municipal building.”In early April, the governing body asked the Middletown Planning Board to investigate whether or not the existing town hall, planning department and non-profit EMS service buildings meet the criteria for an area in need of redevelopment.Through that study, the planning department describes in detail how the 1 Kings Highway, 3 Penelope Lane, and 1 Penelope Lane locations meet state-mandated criteria for areas in need of redevelopment, said Sanyogita Chavan, director of planning.Built in 1961, the existing main town hall complex spans approximately 15,700 square feet of space at its 1 Kings Highway location. That location alone met a bevy of different redevelopment guidelines.A blue tarp currently sits atop the building covering a leaky section of the roofing. According to the report, there were also instances of flooding and sewage backup in the basement of the facility, along with windows being boarded up to provide extra insulation.A walk along a pathway connecting the township’s two main properties leads to the planning department building at 3 Penelope Lane. The building itself is weathered, according to the report, and the mixture of a gravelly driveway and limited parking spaces makes for a difficult maneuvering situation.The EMS building next door, which was converted from a residential unit to an office building, is showing signs of deterioration around the foundation in the basement. Lack of parking is a concern here as well, considering the space needed for ambulances and staff parking.In February, Scharfenberger told The Two River Times that the overall price for a new municipal center would cost upwards of around $20 million. That figure was based on architectural renderings by Arcari + Iovino, Middletown’s architect of record in 2017.Mercantante confirmed last week that Middletown has retained Arcari + Iovino as the architect for the project and is using their provided plans as the guidelines for the project.According to documents provided by Middletown, that proposal calls for a multi-story building with a footprint of approximately 23,000 square feet. The all-in-one design is aimed to house all municipal functions except for the departments of Public Works and Recreation, respectively found at Kanes Lane and Poricy Park.Including all three floors, the new complex would encompass nearly 61,000-square-feet of floor space. The ground floor level is designed to host a 2,715-square-foot courtroom, a 2,640-square-foot gallery, and all the planning and zoning department offices.The middle level, the largest of the three stories at 23,500 square feet, is designed to have the mayor’s office and additional administrative offices. On the opposite end would be the beginning of the police department’s space, including offices for higher-ranked officers and both male and female locker rooms.“The concept of female police officers was rather unusual (in 1961), but is not so today,” Mercantante said. “We don’t have facilities to deal with the number of female officers we have here.”Scharfenberger did say that design features aren’t set in stone until Middletown brings in a redeveloper, which he anticipates will happen in the coming months.Referencing the façade and building design proposed by Arcari + Iovino, Scharfenberger added he wasn’t “crazy about it.”“With such a historic town like Middletown, we really need something that is going to reflect the character of the town,” he said. “I don’t want a non-descript building that doesn’t do it justice.”Scharfenberger and Mercantante both said Middletown would soon begin searching for requests for proposals (RFPs) for a developer to work on the site. The added advantage, through a possible public-private partnership, is that a fixed price would be set, and raising taxes would not be an issue through that system, Mercantante said.“We’re going to do it the way that results in the best project and has the least cost,” he said.This article was first published in the June 22-29, 2017 print edition of The Two River Times.

His word will soon be put to the testHowever, the People’s Progressive Party (PPP) nominated Commissioners will be taking matters into their own hands at the next meeting scheduled for today. Commissioner Sase Gunraj revealed that they will present a proposed plan of their own for early elections.“As we are speaking today, we have not come to any realistic timeline for the holding of elections… the discussion on [merging the data] is what is taking this time. We could have gone to Claims and Objections starting [today], because we have asked members of the Secretariat to get information on that.”“If we made a decision today, we could go to Claims and Objections and start moving this process forward. Unfortunately, all of this discussion and delay is because of discussions about merging… I have undertaken to present a timeframe of my own. So I’m optimistic that that will be adopted.”GECOM Commissioner Vincent AlexanderGunraj also expressed a lack of confidence in the timelines that are being prepared and presented by the GECOM Secretariat to the Commission. He said that less than half of the registrants’ data have been encoded, despite the exercise starting last month.The Commissioner also noted that these delays contradict GECOM’s earlier deadline for completing the encoding of data, which he said was supposed to be since September 15. Gunraj made it clear that he is dissatisfied with the pace in which GECOM is working.“As we speak today, I believe that only [approximately] 200,000 records were encoded. The timeline presented to us by the commission was September 15 for conclusion. As you know, we are at September 17. And the Secretariat is saying we will require three weeks.”“You will recall me saying weeks ago that I did not trust that timeline. My understanding of it will not take the time they are saying. That has led me to the conclusion that all of the timelines prepared and presented by the Secretariat are not to be trusted,” he said.Gunraj noted that the Secretariat’s timelines are meant to tie the Commission into a definite decision. He explained that once the Secretariat has decided to embark on a course of action, any timeline extensions have to be endured.Decision imminentGECOM Commissioner Sase GunrajWhen asked, Government nominated Commissioner Vincent Alexander noted that there are three shifts of encoders working to input the House-to-House data. However, he was optimistic that GECOM would even be able to come up with an election timeframe it could present to President David Granger today.This is the latest of several weeks of meetings, whereby GECOM has been unable to narrow down a definite timeframe for holding elections. President David Granger has repeatedly said he is awaiting the advice of GECOM before naming an election date.This was repeated in an address to the nation on Monday following a meeting with Carter Center representatives… a meeting during which he promised the organisation not to delay but to act swiftly once GECOM advises him.During the address, President Granger repeated the substance of previous statements; that GECOM is an independent agency and that he has to await advice from GECOM before he can name an election date. GECOM’s meeting scheduled for today comes on the very day that the constitutional deadline for holding elections, as set out by the Caribbean Court of Justice (CCJ), expires. When it made its July 18 ruling on the no-confidence cases, the CCJ had said that the effect of the No-Confidence Motion was on pause while the cases were being litigated.That process, CCJ President Adrian Saunders had clearly said, was no longer on pause following the Court’s June 18, 2019 ruling, which upheld the validity of the No-Confidence Motion and thus triggered the need for fresh elections.In keeping with the constitutional three months’ provision once a No-Confidence Motion is passed, this would mean that General and Regional Elections should be held on or before September 18, 2019.
